The Chancellor is the head of the Guild of Thieves, the criminal organization that serves as Garrett's employer and social anchor across the Thief series. First encountered in Thief: The Dark Project (1998), he is the figure who assigns Garrett contracts, sets the terms of his work, and embodies the guild's institutional authority.

Rather than a field operative, the Chancellor functions as a patron and administrator—a wealthy, politically connected man who operates from the guild's headquarters and treats thievery as a managed enterprise. His presence frames the player's relationship to the world: Garrett is not a lone wolf but a professional bound by guild obligations, and the Chancellor is the voice of those obligations.
